Important Notes on the Vacancy Table
Backlog PwBD Vacancies: The Manager (Mail Motor Service), Assistant Executive Engineer (CGWB), Asst. Director Gr-I Chemical, Asst. Director Gr-II Hosiery, Asst. Director Gr-I Leather & Footwear, and Assistant Controller of Mines posts carry backlog PwBD seats - unfilled from previous cycles and re-advertised now. PwBD candidates should verify individual suitability conditions in the official notification.
Ladakh Domicile Requirement: The three UT of Ladakh posts - Asst. Director Antiquities, Driller, and Tourist Officer - are exclusively for candidates holding a valid Ladakh Resident Certificate (LRC) issued by the Tehsildar of UT of Ladakh. No exceptions apply regardless of category or qualification.
Highest Vacancy Pool: Deputy Controller of Explosives (44 seats) and Scientist-B General Meteorology (30 seats) together account for nearly half the total vacancies. Expect high competition in both.
Academic Level Posts: The two Associate Professor posts at CME Pune carry Academic Level-13A1 - the highest pay in this notification - and require a PhD. These are senior academic roles, not entry-level positions.
Academic Qualifications & Other Eligibility Requirements
Read your post carefully here. Titles that sound similar across departments often have completely different qualification bars. Do not assume - verify.
Airworthiness Officer A Bachelor's degree in Physics, Mathematics, Aircraft Maintenance, or Engineering in Aeronautical, Mechanical, Electrical, Electronics, or Telecommunication. Alongside the degree, a valid AME License in Category B1 or B2 from DGCA is mandatory. Candidates with an Aeronautical Engineering degree may be considered without the AME license - but this is at UPSC's discretion and not guaranteed. Three years of aircraft maintenance experience on an operating aircraft in a DGCA-approved organisation is required. Desirable: experience in a Continuing Airworthiness Management or Aircraft Maintenance Organization.
Deputy Controller of Explosives Degree in Chemical Engineering or Chemical Technology, or a Master's in Chemistry. Three years of experience in chemical works, explosives manufacture or handling, compressed gases, or petroleum refining. Desirable: Doctorate in Chemistry or PG degree in Chemical Engineering or Technology. The role involves inspection of high-risk infrastructure including storage tanks and deep-sea vessels - physical fitness is a genuine requirement, not a formality.
Manager - Mail Motor Service B.E. or B.Tech in Mechanical or Automobile Engineering, plus three years of Motor Transport Traffic operations experience in a Government, Semi-Government, PSU, or stock-exchange-listed commercial organisation. Posting cities include Nagpur, Pune, Madurai, Coimbatore, Guwahati, Chandigarh, Ernakulam, Bhopal, Kanpur, Ahmedabad, Hyderabad, Patna, and Bengaluru. Desirable: M.E. or M.Tech in Mechanical or Automobile Engineering.
Junior Technical Officer (Sugar & Vegetable Oils) B.Tech or B.E. in Oil Technology, or a B.Sc. with PG Diploma in Sugar Technology, plus one year of experience in Sugar Technology or Edible Oils. Pay close attention - "Oil Technology" in this notification refers exclusively to edible oil. Petroleum technology background will not satisfy this requirement.
Junior Technical Officer (Chemical Engineering) - National Sugar Institute, Kanpur Master's in Chemical Engineering, plus three years of research, practical, or teaching experience in Chemical Engineering from a recognized institution - or three years of experience designing or operating a Sugar Factory, Distillery, or Chemical Plant. Desirable: three years in Sugar and allied industry or Chemical Plant at supervisory level or above.
Scientific Officer (Mechanical) - National Test House Master's in Physics, or a degree in Mechanical Engineering, or a degree in Metallurgy. One year of experience in a Mechanical Testing Laboratory or in R&D in an allied field. Headquarters is Kolkata, with liability to serve at any NTH regional office across India.
Deputy Superintending Archaeological Engineer - ASI Bachelor's in Civil Engineering plus three years of experience in planning, execution, or maintenance of civil engineering works in the Government sector or at a recognized archaeological or heritage site. For civil engineers with a genuine interest in built heritage, this is one of the more meaningful roles in the notification.
Associate Professor - Electrical Engineering (Power System), CME Pune B.E./B.Tech and M.E./M.Tech in Electrical Engineering with Power System or a closely related specialization - First Class or equivalent in either degree - plus a PhD in Electrical Engineering. Minimum five years of teaching, research, or industry experience; two years post-PhD is desirable. Where grades are not assigned, 60% aggregate equals First Class. GPA 6.75 maps to 60%, 7.25 to 65%, 7.75 to 70%. Desirable: post-PhD publications and PhD student supervision experience.
Associate Professor - Mechanical Engineering (Heat Transfer), CME Pune B.E./B.Tech and M.E./M.Tech in Mechanical Engineering with Heat Transfer, Thermal Engineering, or a related thermal specialization - First Class in either - plus a PhD in Mechanical Engineering. Five years of experience with two years post-PhD desirable. Same GPA conversion applies. Desirable: post-PhD publications and research supervision.
Lecturer - Persian Language Master's in Persian Language plus one year of teaching or translation experience (Persian to/from English or Hindi). Desirable: PhD in Persian. NPS (New Pension Scheme) applicable from 01.01.2004.
Lecturer - Tibetan Language Master's in Tibetan Language plus one year of teaching or translation experience (Tibetan to/from English or Hindi). Desirable: PhD in Tibetan. NPS applicable from 01.01.2004. Both language posts at the School of Foreign Languages serve India's strategic and defence interests - niche roles that are genuinely meaningful for the right candidate.
Scientist-B (Atmospheric Sciences) - IMD Master's in Engineering or Technology in Atmospheric Sciences, Ocean Science, Hydrology, Atmospheric Physics, Atmospheric Ocean Science and Technology, or Radar and Microwave Engineering.
Scientist-B (General Meteorology) - IMD M.Sc. in Mathematics, Physics, Atmospheric Science or Physics, or Meteorology. With 30 vacancies, this is the single largest pool in the notification. M.Sc. Physics and Mathematics graduates who have not specifically studied meteorology are still eligible - this is worth knowing because many miss this post assuming their degree does not qualify.
Scientist-B (Instrumentation) - IMD B.E. or B.Tech in Electronics and Communication, Mechanical Engineering, Information Technology, Instrumentation and Technology, Mechatronics, Electrical Engineering, or Computer Science.
Deputy Director (Civil Engineering) - CICEF, Dept. of Fisheries B.E. in Civil Engineering with four years of harbour project and maritime structure design experience - or M.E. in Civil Engineering with two years of the same. Desirable: Master's in Coastal and Harbor Engineering, Ocean Engineering, or Marine Engineering.

Assistant Executive Engineer - Central Ground Water Board Bachelor's in Drilling, Mining, Mechanical, Electrical, Civil, Agricultural Engineering, or Petroleum Technology. Two years of experience in drilling rig operation or maintenance, tube well construction, or ground water development and management.
Deputy Director of Mines Safety (Mining) - DGMS Mining Engineering degree - or AMIE in Mining Engineering, but strictly for candidates enrolled on or before 31 May 2013 (anyone enrolled from 1 June 2013 onwards is ineligible, with no exceptions or relaxations) - plus a First Class Mine Manager's Certificate (Unrestricted) under Coal Mines Regulations 2017 or Metalliferous Mines Regulations 1961, plus ten years of experience in large, mechanized underground mines. This is the highest-paying non-academic post in the notification at Level-12. Desirable: PG degree in Mining Engineering.
Assistant Director Grade-I and Grade-II - Chemical (MSME) Master's in Chemistry or Industrial Chemistry, or Bachelor's in Chemical Technology or Chemical Engineering. Grade-I is at Level-10; Grade-II at Level-07. The qualification is identical - the difference is seniority and pay.
Assistant Director Grade-I and Grade-II - Food (MSME) B.Tech in Food Technology or PG Diploma in Fruits Technology. Grade-I at Level-10; Grade-II at Level-07.
Assistant Director Grade-I and Grade-II - Hosiery (MSME) Bachelor's in Textile Technology, Hosiery Technology, or Knitting Technology. Grade-I at Level-10; Grade-II at Level-07.

Relaxations: SC/ST get five additional years. OBC gets three. PwBD candidates get ten years above the UR limit - but maximum age at closing date cannot exceed 56 in any case. SC/ST PwBD thus get up to 15 years; OBC PwBD up to 13. Ex-servicemen get five years subject to at least six months of continuous post-attestation service. Central Government employees in regular service get up to five additional years with three years of continuous relevant service.

Step-by-Step Application Process
Step 1 - Account Creation Visit upsconline.nic.in/ora and create your account. Using Aadhaar as your ID document is strongly recommended for smoother verification.
Step 2 - Universal Registration Complete Universal Registration to generate your URN (Universal Registration Number) - common across all UPSC recruitments. A one-time edit facility exists but changes do not apply to already submitted applications.
Step 3 - Common Application Form (CAF) Upload your photograph, capture a live photo directly on the portal, and upload your signature - written three times in black ink on plain white paper, scanned clearly.
Step 4 - Post-Specific Module Complete the vacancy-specific module for each post you are applying for. Each generates a separate Application Number.
Step 5 - Upload Documents Matriculation certificate (date of birth), degree and diploma certificates, experience certificates in UPSC's prescribed format from the Head of Organisation on official letterhead - must show exact dates, basic pay, and nature of duties. Caste and PwBD certificates if applicable. Prescribed formats available at upsc.gov.in/recruitment/recruitment-performas.

How the Final selection Happens
Shortlisting & Recruitment Test
UPSC shortlists candidates from applications first. If numbers are high, shortlisting uses desirable qualifications, higher experience, or a Recruitment Test (RT) before the interview. Whether an RT is held is decided post-application and communicated separately.
RT Exam Centres
If an RT is conducted, it will be held at: Ahmedabad, Bhopal, Chennai, Delhi, Dispur (Guwahati), Jaipur, Jammu, Kochi, Kolkata, Lucknow, Mumbai, Nagpur, Port Blair, Ranchi, and Visakhapatnam. For Ladakh UT posts: Leh, Kargil, Srinagar, and Delhi.
Interview - Marks & Qualifying Scores
The Personality Test carries 100 marks. Minimum qualifying scores:

What the Numbers Don't Show
DA is revised every January and July and has been rising consistently - currently ~55% of basic. Beyond gross salary, every central government employee gets CGHS family medical coverage (cashless treatment at empanelled hospitals), Leave Travel Concession every four years, children's education allowance, annual leave encashment, and NPS pension. These benefits close the gap considerably against private sector offers at the same experience level - and for many career profiles, they exceed it over the long run.
Is This Job Actually Right for You?
This is the section most government job articles skip entirely - or reduce to a single paragraph that says "great opportunity, apply now." That does not help you make a real decision. So here is an honest breakdown.
The True Value of a Permanent Central Government Post
The monthly gross figure is only part of the story. What central government employment actually gives you is a package that takes years to fully appreciate.
Job security is genuine here, not contractual. Once you clear probation, you are in a permanent, Gazetted post governed by Central Government service rules. There is no performance-linked termination, no layoff cycle, no restructuring that eliminates your role overnight. For professionals who have spent years in industries where this kind of stability simply does not exist - aviation, mining, chemicals, textiles - this matters enormously.
CGHS (Central Government Health Scheme) covers you and your entire immediate family for cashless treatment at empanelled government and private hospitals in major cities. Specialist consultations, hospitalizations, surgeries, diagnostic tests - all covered. A family of four in a metro city spending ₹30,000–₹50,000 annually on medical costs in the private sector would save that entirely under CGHS. Over a 25-year career, the value of this benefit alone runs into lakhs.
Leave Travel Concession lets you claim full train fare reimbursement for travel anywhere in India once in a four-year block, or to your hometown twice. The entire family is covered. This is a real, usable benefit - not a policy line that never gets exercised.
NPS Pension applies to everyone joining after 01.01.2004. While the old defined-benefit pension is gone, NPS still provides a structured retirement corpus with government contribution - something no private sector job at this level typically matches in consistency.
Annual leave encashment, children's education allowance, transport allowance - these add up quietly every year. Most professionals switching from private sector to government are surprised by how much their effective compensation increases once all components are counted.
The All India Posting Reality - Be Honest With Yourself
Almost every post in this notification carries All India service liability. This means the department can post you anywhere in the country - Delhi, Nagpur, Guwahati, Port Blair, Dhanbad - based on organizational need, not your preference.
For some candidates, this is exciting. For others, it is a genuine constraint. Before you apply, think clearly about your situation.
If you have aging parents in a specific city who depend on your proximity, a spouse in a career that cannot relocate, or children settled in a school with board exams approaching - factor this in now. Declining a posting order after selection is not straightforward and can affect your service record. The time to think about this is before the application, not after the appointment letter arrives.
That said, departments do consider representations for posting preferences in many cases, and transfers happen routinely through administrative channels. It is not a life sentence in one city. But the initial posting is at the department's discretion.
The Experience Bar Is Real - Do Not Fool Yourself
This is not a freshers' notification. The minimum experience requirements range from one year to ten years, and UPSC shortlists heavily on experience quality.
More critically - only regular employment experience counts. Part-time work, daily wage engagements, contract roles, visiting faculty positions, and consulting assignments are explicitly excluded from the experience calculation. If most of your career has been built in these arrangements, your effective qualifying experience may be significantly less than your total years of work.
